A voluntary medical insurance policy (VMI) is one of the mandatory documents for foreign citizens, which confirms the right to stay in the Russian Federation and allows them to visit a medical facility in the Russian Federation for emergency medical care if necessary.

Since May 1, 2016, there has been a fine for foreigners who do not have a VMI policy.

If a foreign citizen is found to be in possession of a medical insurance policy for foreign citizens, this will be considered an administrative offense, and the foreign citizen will be fined.

  • In the amount of 5,000 rubles to 7,000 rubles (p. 1, Art. 18.8 of the Administrative Code of the Russian Federation);
  • A repeated offense within 1 year is punishable by a fine of 7,000 rubles to 10,000 rubles, accompanied by administrative deportation or a ban on entry into the Russian Federation (p. 4, Art. 18.8 of the Administrative Code of the Russian Federation).
