On December 29, 2021, amendments to the Federal Law "On the Legal Status of Foreign Citizens in the Russian Federation" came into force. Under the new provisions, foreign citizens entering Russia for a period exceeding 90 days — including for the purpose of education — are required to undergo a medical examination, fingerprint registration, and photography.
The following categories are exempt from this requirement:
- Citizens of the Republic of Belarus;
- Family members of officials of international organisations, as well as employees of diplomatic and consular missions in Russia;
- Foreign citizens holding dual citizenship, one of which is Russian;
- Foreign citizens who hold a temporary residence permit (RVP) or permanent residence permit (VNZh).
The procedure must be completed in the following order:
- Medical examination
- Fingerprint registration and photography
International students may undergo the medical examination at any medical facility authorised to perform this procedure.
