On December 29, 2021, amendments to the Federal Law "On the Legal Status of Foreign Citizens in the Russian Federation" came into force. The new provisions stipulate that foreign citizens who arrive in Russia for a period of more than 90 days, including for the purpose of education, must undergo medical examinations, fingerprint registration, and photography.

 The following individuals are exempt from this procedure:

  • citizens of the Republic of Belarus;
  • family members of officials of international organizations, as well as employees of diplomatic and consular institutions in Russia;
  • foreign citizens with dual citizenship, one of which is Russian citizenship;
  • foreign citizens who hold a temporary or permanent residence permit (RVP, VNZ).

The procedure is strictly consistent.:

  1. Passing the medical examination procedure.
  2. Passing the fingerprint registration and photographing procedure.

Foreign students can undergo a medical examination at a medical facility authorized to perform this procedure.

The service is paid and is provided at the expense of the foreign citizen (the cost is 5,900 RUB). Medical examination must be passed once during the calendar year.

Dactyloscopic registration and photography can be performed for free at the migration units of the territorial bodies of the Ministry of Internal Affairs of Russia. The procedure is performed once, regardless of the number of entries into Russia.

Dactyloscopy can be performed at the Center of public services of the districts of Bogorodskoye and Metrogorodok at the address – Moscow, Open highway, d. 8.

In relation to persons who have not passed the established procedures or passed them with a violation of the term, the following sanctions may be applied: an administrative fine, reduction of the period of stay of a foreign citizen in Russia.


The procedure is step by step

-Visit the nearest medical examination clinic authorized for medical examinations
-Pay and receive the patient's medical record (keep the payment receipt)
-Take an X-ray, a chemical and toxicological test, and a blood test
-Wait for the test results (5 days) and return for the medical examination results

-Prepare the originals and copies of all documents mentioned in step 1, and the results of the medical examination
-Visit the territorial body of the Ministry of Internal Affairs and undergo the procedures of fingerprinting and photographing
