АННОТАЦИЯ:
В статье с философских позиций анализируется проблема цифрового разрыва как одна из наиболее актуальных проблем формирования инклюзивного пространства в сфере цифровых информационных технологий. Авторы полагают, что в основе проблемы преодоления цифрового разрыва лежит философский вопрос о допустимости и оправданности цифровой экспансии. Методология статьи основана на теоретической базе постколониализма, который предполагает постмодернистскую деконструкцию дискурса цифровой экспансии как способа преодоления цифрового разрыва. В статье дана общая характеристика цифровому разрыву, уточнены наиболее значимые последствия цифрового разрыва для экономики, образования, здравоохранения, политической и социальной сфер. Авторы раскрывают внутреннюю логику дискурса цифровой экспансии, которая приводит, по их мнению, к цифровому колониализму. Авторы опровергают положение о соотнесенности цифровой экспансии с аксиологическим максимумом истины и познания мира. Авторы демонстрируют значительное количество примеров, раскрывающих эксплуататорские мотивы внедрения цифровых технологий, заведомо использующих цифровой разрыв для получения прибыли. В статье уточнена специфика цифрового колониализма и продемонстрировано, что он не позволяет достичь инклюзии в сфере цифровых технологий, но снимает цифровой разрыв через унификацию и утрату уникальности, субъектности. Альтернативу цифровой экспансии авторы видят в цифровом суверенитете.

The article analyzes the problem of the digital divide from a philosophical point of view as one of the most pressing problems of the formation of an inclusive space in the field of digital information technologies. The authors believe that the problem of bridging the digital divide is based on the philosophical question of the permissibility and justification of digital expansion. The methodology of the article is based on the theoretical basis of postcolonialism, which assumes a postmodern deconstruction of the discourse of digital expansion as a way to bridge the digital divide. The article provides a general description of the digital divide, clarifies the most significant consequences of the digital divide for the economy, education, healthcare, political and social spheres. The authors reveal the internal logic of the discourse of digital expansion, which leads, in their opinion, to digital colonialism. The authors refute the position that digital expansion is correlated with the axiological maximum of truth and knowledge of the world. The authors demonstrate a significant number of examples that reveal the exploitative motives for the introduction of digital technologies that deliberately use the digital divide to make a profit. The article clarifies the specifics of digital colonialism and demonstrates that it does not allow for inclusion in the field of digital technologies, but removes the digital divide through unification and loss of uniqueness and subjectivity. The authors see digital sovereignty as an alternative to digital expansion.
