Aннотация
Для усиления влияния бюджетной системы на социально-экономическое развитие страны необходимо принять меры по увеличению бюджетного баланса, эффективному использованию бюджетных средств, улучшению отношений между бюджетами, обеспечению качественного исполнения бюджета на всех уровнях, проведению эффективного финансового контроля и, прежде всего, обеспечению стабильности бюджетной системы. Бюджет — это адаптационный механизм в системе экономического регулирования, направленный на обеспечение адекватности регулирующих мер для внутренних и внешних изменений экономической среды с целью экономического развития страны. Бюджетная система является одним из важнейших инструментов регулирования социальной, промышленной, инвестиционной, региональной и внешнеэкономической деятельности страны. Бюджет – одна из важнейших составляющих экономического суверенитета государства, поскольку бюджет предусматривает накопление средств, необходимых для осуществления внутренней и внешней политики государства; он является неотъемлемой частью рыночных отношений, а также важным инструментом реализации государственной политики; он активно влияет на экономические, социальные, национальные и региональные процессы в обществе. Поэтому можно сказать, что бюджет – один из важнейших показателей финансовой независимости, стабильности и стабильности страны, а характер бюджетной политики влияет на реализацию соответствующей национальной стратегии развития, которая положительно скажется на укреплении финансовой безопасности нашей страны.

Annotation
In order to strengthen the influence of the budget system on the socio-economic development of the country, it is necessary to take measures to increase the budget balance, effective use of budget funds, improve relations between budgets, ensure high-quality budget execution at all levels, conduct effective financial control and, above all, ensure the stability of the budget system. The budget is an adaptation mechanism in the system of economic regulation aimed at ensuring the adequacy of regulatory measures for internal and external changes in the economic environment for the purpose of economic development of the country. The budget system is one of the most important instruments for regulating the social, industrial, investment, regional and foreign economic activities of the country. The budget is one of the most important components of the economic sovereignty of the state, since the budget provides for the accumulation of funds necessary for the implementation of domestic and foreign policy of the state; it is an integral part of market relations, as well as an important tool for the implementation of state policy; it actively influences economic, social, national and regional processes in society. Therefore, we can say that the budget is one of the most important indicators of financial independence, stability and stability of the country, and the nature of budget policy affects the implementation of the relevant national development strategy, which will have a positive impact on strengthening the financial security of our country.
