Аннотация
В условиях становления и реализации концепции децентрализации в РФ особое значение приобретает эффективность осуществления бюджетного менеджмента на местах, что требует разработки и совершенствования основных аспектов методических основ его реализации с учетом национальных особенностей и положительного зарубежного опыта. Важной составляющей успешного и эффективного выполнения задач государственной финансовой политики на уровне местных бюджетов является обеспечение их высокой транспарентности и возможности участия граждан в формировании и реализации местной бюджетной политики на разных этапах бюджетного процесса, в том числе путем широкого внедрения практики формирования общественных (партисипативных) бюджетов. Проблематика повышения транспарентности местных бюджетов нашла достаточно широкое отражение как в зарубежной научной литературе, так и в западной практике во время поиска направлений повышения эффективности бюджетного менеджмента на местном уровне. В частности, значительное внимание уделено методологии разработки локальных индексов бюджетной транспарентности и их апробации на примере отдельных стран или административно-территориальных образований. Так, Институтом публичных финансов был разработан Индекс открытости местных бюджетов Хорватии, который состоит из основного и дополнительного индекса. При этом основной индекс состоит из 37 вопросов, которые позволяют оценить публикацию бюджетных документов, уровень детализации доходов, расходов и местного долга в бюджетных документах, наличие макроэкономических прогнозов при обосновании бюджетных показателей, а также присутствие местной прессы в сети Интернет и публикацию общественного бюджета. В свою очередь, дополнительный индекс охватывает сферу сотрудничества местных органов власти, министерства финансов и информационных сервисов, а также функционирования местных советов и участия граждан в их деятельности на основе 15 вопросов.

Abstract
In the context of the formation and implementation of the concept of decentralization in the Russian Federation, the effectiveness of local budget management is of particular importance, which requires the development and improvement of the main aspects of the methodological foundations of its implementation, taking into account national characteristics and positive foreign experience. An important component of the successful and effective implementation of the tasks of state financial policy at the level of local budgets is to ensure their high transparency and the possibility of citizens’ participation in the formation and implementation of local budget policy at different stages of the budget process, including through the widespread introduction of the practice of forming public (participatory) budgets. The problems of increasing the transparency of local budgets have been widely reflected both in foreign scientific literature and in Western practice during the search for ways to improve the efficiency of budget management at the local level. In particular, considerable attention is paid to the methodology of developing local indices of budgetary transparency and their testing on the example of individual countries or administrative-territorial entities. Thus, the Institute of Public Finance has developed an Index of openness of local budgets of Croatia, which consists of a main and additional index. At the same time, the main index consists of 37 questions that allow you to evaluate the publication of budget documents, the level of detail of income, expenses and local debt in budget documents, the availability of macroeconomic forecasts when justifying budget indicators, as well as the presence of local press on the Internet and the publication of the public budget. In turn, the additional index covers the sphere of cooperation between local authorities, the Ministry of Finance and information services, as well as the functioning of local councils and the participation of citizens in their activities based on 15 questions.
