To a foreign student. Migration registration
Upon arrival in Moscow, a foreign student must register for migration. For this, within the first day from the moment of entry, you should report to office 213.
Documents required for migration registration:
Passport
Notarized translation of the passport
Migration card
Copy of the referral/Contract/Contracts (for 1st year students)
It is important to know:
1. A foreign student of MSHEU needs to register for migration:
▪ at each entry into the Russian Federation;
▪ when changing the place of residence on the territory of the Russian Federation;
2. International students of MSHEU must extend the period of temporary stay (visa) in a timely manner: no later than 40 calendar days before the expiration of the visa and no later than 30 calendar days before the expiration of the registration period at the place of stay.
3. In case of loss of a passport (or other identity document), a foreign citizen must, first of all, apply to the police authorities at the place of the alleged loss with a statement about the loss of documents, and receive a certificate (protocol, resolution) about the loss of these documents. The received certificate must be submitted to the Embassy of your country in the Russian Federation (in case of loss of the passport for its restoration).
4. In case of damage or loss of a migration card, a foreign citizen is obliged to report this within 3 days to the nearest migration department of the territorial body of the Ministry of Internal Affairs of Russia at his location. The specified authority, upon presentation by a foreign citizen of the documents on the basis of which he entered the Russian Federation, issues him a duplicate of the migration card free of charge.
5. In case of loss of the detachable part of the notification form of the arrival of a foreign citizen at the place of stay, in order to obtain a duplicate, you should contact the appropriate migration department of the territorial body of the Ministry of Internal Affairs of Russia at the place of stay (place of residence) or the Personnel Department of the Moscow State Humanitarian and Economic University if the foreign citizen lives in one of the dormitories of the Moscow State Humanitarian and Economic University.
To a foreign student. VMI (Voluntary Medical Insurance)
The voluntary medical insurance policy (VMI) is one of the mandatory documents for foreign citizens, which confirms the right to stay in the Russian Federation and makes it possible to apply to a medical institution in the territory of the Russian Federation for emergency medical care if necessary.
Since May 1, 2016, a fine has been introduced for the absence of a VMI policy for foreigners. If, during the check, a foreign citizen finds out that there is no VMI policy for foreign citizens, then this will be regarded as an administrative offense, and a fine will be issued to the foreign citizen
▪ in the amount of 5,000 rubles to 7,000 rubles (clause 1, Article 18.8 of the Administrative Code of the Russian Federation);
repeated offense within 1 year — a fine from 7,000 rubles to 10,000 rubles with administrative expulsion or a ban on entry into the Russian Federation (Clause 4, Article 18.8 of the Administrative Code of the Russian Federation).

To a foreign student. Fingerprinting and medical examination
On 29.12.2021, amendments to the Federal Law “On the Legal Status of Foreign Citizens in the Russian Federation” came into force. The new regulations establish that foreign citizens arriving in Russia for a period of more than 90 days, including for the purpose of training, must undergo a medical examination, fingerprint registration and photographing.
Exempt from this procedure:
▪ Citizens of the Republic of Belarus;
▪ Family members of officials of international organizations, as well as employees of diplomatic and consular institutions in Russia;
▪ Foreign citizens with dual citizenship, one of which is Russian citizenship;
▪ foreign citizens — holders of a temporary or permanent residence permit (RVP, residence permit).
The order of procedures is strictly consistent:
1. Passing the medical examination procedure.
2. Passing the procedure of fingerprint registration and photographing.
Foreign students can undergo a medical examination at a medical institution authorized to carry out this procedure. The list of authorized institutions can be found at this link.
The service is paid and is carried out at the expense of the foreign citizen himself (cost — 5900 rubles). Medical examination is required to take place 1 time during a calendar year.
Fingerprint registration and photographing can be done free of charge in the migration departments of the territorial bodies of the Ministry of Internal Affairs of Russia. The procedure is carried out once regardless of the number of entries into Russia.
Fingerprinting can be done at the address – Krasnobogatyrskaya str., 13, on Wednesday from 9.00 to 12.00 and on Friday from 9.00 to 16.45.
The following sanctions may be applied to persons who have not passed the established procedures or who have passed them in violation of the deadline: an administrative fine, a reduction in the period of stay of a foreign citizen in Russia.
The procedure “step by step”:

Step 1. Prepare all the necessary documents:
Passport
Notarized translation of the passport into Russian
Visa (for citizens of countries with a visa regime of entry)
Migration card
Registration

Step 2. Medical examination:
Visit the nearest polyclinic authorized to conduct medical examinations
Pay and receive the patient’s medical card (save the payment receipt)
Undergo X-ray examination, chemical and toxicological examination, blood test
Wait for the test results (5 days) and come back for the results of the medical examination

Step 3. Fingerprinting and photographing:
Prepare originals and copies of all the documents mentioned in step 1 and the results of the medical examination
Through the network of the territorial body of the Ministry of Internal Affairs and undergo fingerprinting and photographing procedures
