On December 11, 2018, in the framework of the celebration of the 70th anniversary of the Universal Declaration of the Human Rights and on the eve of the 25th anniversary of the adoption of the Constitution of the Russian Federation, a meeting of students of the Faculty of Law Faculty with PhD in Law, Associate Professor, the Advisor to the Commissioner for Human Rights of the Russian Federation Oleg Vyacheslavovich Popov was held in the assembly hall of the Moscow State University of Humanities and Economics.
During the meeting, Professor Popov gave a public lecture on “Human rights, their reflection in the Constitution of Russia and international legal acts”, which reflected the history of the emergence of ideas of human rights, its ongoing development over many decades and the final consolidation in the Universal Declaration of Human Rights.
The lecturer mentioned great importance to the United Nations, to the characterization of its activities, as well as to the sphere of the participation of the Russian Federation in the most important decisions submitted for discussion by the General Assembly and other organizational institutions concerned with the promotion and protection of human rights.
Taking into account the position of Part 4 of Article 15 of the Constitution of the Russian Federation and anticipating the impending anniversary date of the adoption of the Basic Law of our state, the adviser to the Commissioner for Human Rights in Russia stressed that the totality of rights and freedoms proclaimed in the main international document, as well as other norms of international law are reflected in the text of our Constitution.
The main thread of the report of the speaker was a message about the emergence and successful functioning of a relatively young institution – the Commissioner for Human Rights in the Russian Federation, whose position is provided for by paragraphs. e) Clause 1, Article. 103 of the Constitution of the Russian Federation and is carried out in order to guarantee the state protection of the rights and freedoms of citizens, their observance and respect for state bodies, local governments and officials.
All those present attentively responded to the presentation of the assistant professor O. V. Popov and learned a great deal of new things that will allow students to master the training course on the protection of human rights more successfully.
